They need to be experienced/certified in SDLC, PMI, PMP. They must be able to answer methodology questions. It’s a fast paced environment, many short term (2 weeks to a couple of months) projects that are simultaneous. Weak matrix environment, and understand what it entails.

Have demonstrated delivering high quality solutions,

PMI/PMP Certification

implementation plans, application development plans, and automation
plans.
They must be able to speak to the SDLC and its various aspects.
They must be able to speak to conflict resolution examples, managed
resources, about 30+.
They must be able to speak to identifying risk and the difference
between a assessing risk and issues/problems.
They must have experience in having created and managed multiple
projects from beginning to end.

(1) Baccalaureate or equivalent university degree and a minimum of 4,500 hours of project management experience within initiating, planning, executing, controlling or closing processes within the last six years,
OR Associate’s¾ degree and a minimum of 6,000 hours of project management experience within initiating, planning, executing, controlling or closing processes, OR High school diploma or equivalent secondary school credential and a minimum of 7,500 hours of project management experience within initiating, planning, executing, controlling, or closing processes;
(2) PMP certification or contractor equivalent (i.e. project plan, project proposal, statement of work, project status report, client program review template, and lessons-learned document)

As a Business Analyst, the manager is looking for some details on user stories, iteration planning, stand-ups, scrum, release schedules, burn-downs / velocities, retrospectives, IPMs and other practices that make up a good agile project. Just having them in a resume without the right context will also not be the right fit.
